The color codes for Quintana Roo is updated every Thursday. The government is currently reviewing the situation.
The colour represents the level of risk, and therefore what is allowed to be open.
The colour is determined by the examination of several factors such as the level of contagion, number of cases, hospital occupancy, etc.Red (maximum risk) means everything is closed except for essential services/activities, for example supermarkets, pharmacies, medical services, banks, laundries. Tourism is classified as essential, so tourists are welcome to come to Mexico. Hotels/resorts can remain open but with a maximum capacity limit.
Orange (high risk) means restrictions are eased for some services/activities. Restaurants (for dining in), theme parks, cenotes, theatres, cinemas, commercial centres are allowed to open with limits to capacity and health protocols in place.
Yellow (moderate risk) means more services/activities can open, capacities can increase (typically to 60%), and beaches can reopen. Archaeological zones can also open under Yellow.
Green (low risk) means everything can reopen. Bars, nightclubs, gyms, schools and parks remain closed until the colour changes to Green.
The above was based on the original guidelines which have been changing.

For the week beginning Monday October 11, the epidemiological risk colour code for the Northern Region changes to GREEN (low risk). The Southern Region remains Yellow (moderate risk).
The Northern Region includes the municipalities of Benito Juarez (Cancun), Isla Mujeres, Puerto Morelos, Solidaridad (Playa del Carmen), Cozumel, Tulum and Lazaro Cardenas.
According to the guidelines, Green means 80% maximum allowed capacity at hotels, restaurants, theme parks, beaches, public parks & cinemas, 50% at bars and nightclubs, and 80% on public transportation. Schools are now classified as essential and can open with normal capacity.
As of 15 December 2020, a decree makes the wearing of masks in all public spaces mandatory in the entire state.
